If you are a member of toontown.com you can go anywhere in all 6 of the neighbourhoods. This is good because there is more to keep you interested and lots more to do. People playing toontownn for free only have limited access to the neighbourhoods.
I think if you are not a member then you could quickly get bored of only being able to do certain things, so a membership of Toon Town would make the game more interesting and keep you from getting bored.
If you are playing toontown.com for free then the maximum number of laff points you can get is 28. If you are a member of toontown.com then you can have up to 137 laff points.
From the point of view of laff points, as a non-member what you are able to do is very limited.

If you are playing toontown.com for free then your gags are capped at level 4 whereas subscribers can use more powerful gags, and can also carry more gags.
It seems that in terms of gags which are crucial to the game, you are never going to be very successful unless you are a member of toontown.com because you will never be able to defeat high level cogs or take over multi floor buildings.
In terms of keeping your interest in the game, I think you need to join toontown.com so that you can play across the whole site and not be restricted. If you are only playing toontown for free then I think the game gets a bit repetative and boring
In terms of being able to play the toontown game well, I think you need to be a member because as a non-member you are not able to take part and win really exciting encounters. You can't really get into the game as a non-member.
In conclusion, if you want to get really into toontown.com then you need to be a member. But if toontown.com is just your second or third game then you don't need to be a member to enjoy www.toontown.com
