If you are a member of toontown.com you can have as many as 6 toons but with playing toontown for free you can only create 1 toon.
If you are playing toontown.com for free then you have a choice of only 6 animal types for your toon. Your toon could be a cat, a dog, a rabbit, a duck, a pig or a mouse. I think that gives a good range of choices and they all look really good.
If you are a member of toontown.com then you can choose from 3 extra animals: a horse, a monkey and a bear. These extra toons look nice but the real advantage to them is that they are much rarer because only members can have them. So if you like to have things that not many other people have got then joining toontown.com might be worth it for you.

If you are playing toontown.com for free then you don't have much choice of clothes, either when you are creating a toon or using a clothing ticket. You can only choose from 2 types of bottoms and 2 types of tops, although there is a lot of choice of colours of tops and bottoms.
If you are a member of toontown.com you have a whole range of different clothing choices, in lots of styles and colours!
In terms of the actual toon and what it looks like, you get a good range just by playing toontown.com for free.
If you are creative with your colour schemes you can make your toon look different to the majority of toons.
In conclusion, if you aren't too fussy about how your toon looks and are only playing toontown.com occassionally, ie. not as your main game, then a free access to toontown.com is good enough. I don't think you need to pay to be a member of toontown.com
